$40 Rock Leaves Africa, Comes Back at $527,062 —Bernard Mutanga Proves It at Africa Mining Investment Conference 2026

Harare, Zimbabwe – The Group Chief Executive Officer of Berhard Development Corporation, Bernard Mahara Mutanga, delivered a landmark address titled “Business Not Politics: The Next 100 Years” at the just-concluded Africa Mining Investment Conference in Zimbabwe, unveiling what he termed the ‘Harare Eye Opener’ – A $40 Rock to $527,062 Blueprint for Africa’s Industrial Future.

Speaking as a son of the soil from Chirumanzu, Hama, Maware, Marambo Village, Midlands Province, Mutanga traced his journey from clearing tsetse fly in the bushes of Gokwe in 1960, bushes that today constitute Zibagwe, Vhungu and Chirumanzu Districts – to fighting in the liberation struggle in the 1970s, to pose one central question from his five-year-old granddaughter: “Sekuru, why does our rock leave us poor at $40 and return to light up the rest of the world?”

The Core Proposition: Link Everything, Keep the Rock on African Soil
“Mr Chairman, I come with no political agenda. Just pure, unadulterated business,” Mutanga stated.

Quoting Leviticus 19:18: “Thou shalt love thy neighbour as thyself”, he argued that resources placed by God across the continent- chrome in Mutorashanga, lithium in Bikita, antimony in Kwekwe, rubidium in Bikita, gold in Mazowe, copper in Mhangura and Zambia, soda ash in Zutshwa Botswana, cobalt in the DRC, bauxite in Guinea – are meant for shared prosperity between Africa and global end-users.

Using one single tonne of Zimbabwean rock valued at $40 at the mine gate, Mutanga demonstrated a bankable, value-addition model verified by the University of Zimbabwe (UZ) via SGS ICP:

Composition: 2% Rubidium, 2.5% Lithium, 19% Antimony, 28 grams of gold.
Extraction: By 120 formalised youth, zero mercury, PPE-compliant, blockchain-tracked by ZIM WIN Mining.

    Two Bankable Routes:

Industrial Carbonate Route: Wash (6 hours) + Smelt (18 hours) on African soil to $22,822 per tonne – a 570x multiplier. At 30 tonnes per day = $20.5 million monthly, $205.3 million annually. Payback on a $10.5 million plant = 18 days. Gold at $4,148/oz (LBMA, 30 September 2026) provides full downside protection.

High-Purity Metal Route: Extraction of 20kg Rubidium Metal at $25,821/kg (for quantum computing and atomic clocks) plus other minerals = $527,062 per tonne – a 13,176x multiplier. At 30 TPD = $4.743 billion per year. Payback = 0.8 days.

Even in an apocalypse scenario (-50% price, +50% opex, zero rubidium, +50% capex to $15.75M), the project still delivers 103% ROI with 1.3x DSCR – above the 1.2x international banking threshold. Base-case DSCR: 4.1x.

    Linked to Knowledge:
UZ provides science and flowsheet design, creating 300 internships in Year One, funded by 2% EBITDA ($12-14M annually) for Big 4-audited laboratories. The Botswana International University of Science and Technology (BIUST) provides regional research and soda ash from the Zutshwa salt pan in the Kgalagadi North District of Botswana at $180/tonne versus $350 from China, saving $170/tonne with 7-day rail delivery versus 45-day shipment from China. UZ assay + BIUST soda ash = Battery-Grade Lithium Carbonate made in Africa.

Linked to Community – From Rock to Riches to Roof:

Factories are built at the mine gate to prevent slums. The Zutshwa community in Botswana owns the transport trucks. The Pilot Eco Village comprises 50 modular homes in Hukutsi using low-carbon ferrochrome and steel frames at $18,000 versus $35,000 conventional, on a $120/month mortgage for miners earning $400. Each home includes solar, biogas, Starlink and rainwater harvesting – funded by a 1% Mai Kai REIT levy.

Scale: Five pilot villages across Zibagwe, Chirumanzu, Vhungu (Zimbabwe) and Hukutsi, Zutshwa (Botswana) – 250 homes, $4.5M, 1,350 jobs in Year One. Across 54 SADC districts: 2,700 homes, $48.6M, $309 billion extra carbonate revenue annually, 352,500 jobs.

    Linked to Government and Finance:

To the Governments of Zimbabwe and Botswana: Be enablers, not owners. Fast-track licences, enable 24-hour beneficiation before export, and provide duty-free logistics under AfCFTA in seven days. The AMVA-PSS Private Limited technical board operates from 500sqm rent-free for 36 months inside BERN WIN UTOPIA ECO SMART CITY, Harare – a $2.5 billion zero-emission city for 400,000 residents – in a 10-hectare zone powered by 10MW solar and 75MW Mozambique hydro at $0.08/kWh.

To Afreximbank, IDCs, ZIDA and BITC: ICC London-insurable Letters of Credit with a bankable structure.

Linked to SADC – One Big Island, One Factory, One Market:

In 1884, 14 men in Berlin drew lines to take our rock for $40. In 2026, Harare re-links it. SADC: 16 countries, 400 million people. Africa: 1.5 billion, 30 million sq km. The model divides Africa into 54 provinces feeding centralised hubs – turning a $29.5 trillion raw valuation into a $295 trillion industrial ecosystem.

    Linked to Global End-User:

    • Green Steel (Duqm): Needs low-carbon ferrochrome for EU Vision 2040. A 30% off-take plus $20M prepay scales Berhard equity from $51.42M to $292.5M in Year One (5.7x) to $3.56B by Year Three ($713M EBITDA). A 30% position equals $1.068B value with a $67.5M Year One dividend – capital back in 5.7 months.
    • Antimony (EU/US Defence): China has restricted exports. Mutanga holds 19% grade = 9,000 tonnes of 99.65% pure ingots per year at $22,000/tonne (Rotterdam), shipped from Beira to Duqm in seven days, blockchain-traceable.
    • EVs: Battery-Grade LCE at $20,500/tonne (Fastmarkets) via Botswana soda ash.
    • Quantum/Medical/Defence: Rubidium Metal at $25,821/kg – Africa currently has zero production, dumped in tailings. His rock yields $516,420 per tonne in rubidium alone.

    The Choice:

Africa’s Diaspora remits $100 billion yearly into consumption with zero factories. African banks hold $500 billion in deposits but only $50 billion in raw-export mining loans.

    • Option A (Berlin 1884): Export raw rock for $40. The ship leaves, the money is gone in a month, grandchildren remain in the dark.
    • Option B (Harare 2026): Process on African soil in 24 hours to $22,822 or $527,062. Backed by UZ and BIUST science, community ownership, state as enabler, gold cushion, $67.5M Year One dividend.

“If you truly love your neighbour, you will no longer buy his rock for $40 and sell it back for $527,062. You will join hands to build the factory on his soil.”

Mutanga concluded: From Chirumanzu village paths, to Gokwe tsetse bushes (1960), to liberation struggles (1970s), to Mutorashanga wash plants (2026) – building a bridge from Africa to the world. From rock, to riches, to a roof. Fully linked, fully bankable.
